S.W.A.T.,
VCTF, Deputies Arrest
Ex-Con "Acting Strangely"
for Handgun, Warrants
MANATEE COUNTY, Florida [NMT] -- The Manatee County Sheriff's Office was called to a residence in the 1800 block of 23rd Street East on Thursday, Sept. 18, 2008, shortly after midnight by Valencia Salter, the mother of Cedric Cochrane, 19, who told deputies Cochrane had been acting strangely by talking about death and talking to himself.

Cedric Cochrane
Dep. Denmark ran a wants/warrants check on Cochrane and determined that he had four outstanding warrants.
Dep. Denmark walked around to the back of the residence and saw Cochrane attempting to flee out of a window. Cochrane fled back into the residence and Dep. Denmark heard him in the garage.
A K-9 unit was summoned and responded to the scene. The dog was released into the residence with deputies close behind.
After the K-9 did not locate Cochrane, deputies made entry to the residence to clear it. While clearing the residence, deputies heard Cochrane up in the attic.
Deputies then discovered the door leading to the garage was closed and outside the door was a backpack with a box of .38 caliber ammunition in it.
At this point, deputies believed Cochrane was armed, so the residence was vacated.
The S.W.A.T. Team was called out and responded.
Violent Crime Task Force Detective Bill Waldron attempted to talk to Cochrane for an extended period of time, which yielded no response from Cochrane.
After exhausting all options, CS gas was deployed into the attic.
Cochrane immediately retreated out of the attic access and was taken into custody. He was found to be in possession of .38 caliber ammunition.
Deputies later searched the attic, during which time a loaded .38 caliber revolver was located just inside of the attic access.
It was determined that Cochrane is a convicted felon.
Cochrane was charged with Possession of a Firearm by a Convicted Felon, Possession of Ammunition by a Convicted Felon and Resisting Arrest without Violence. He was also charged with the four outstanding warrants, which were for Sale of Cocaine, Possession of Cocaine with Intent to Sell, Sale of Marijuana and Failure to Appear.

"Skimming" Device Found
Attached to Sarasota
Bank's ATM
SARASOTA, Florida [NMT] -- On Wednesday, September 17th, 2008, at approximately 11:00 a.m. a Community National Bank customer discovered an ATM skimming device attached to the ATM machine located at the Community National Bank branch located at 997 North Tamiami Trail, Laurel.
Above, the skimming device found on the bank's ATM
The device was confiscated by the Sarasota County Sheriffs Office.
Skimming devices are electronic devices that capture account information, such as the name on the account, the account number, and the personal identification number embedded in the magnetic strip on the back of debit/credit cards. Once a card is swiped through a skimmer, the information contained in the magnetic strip is stored in the electronic device and eventually downloaded to a computer. Criminals may:
. Sell the
account information
. Use it to order items online
. Create new counterfeit debit/credit cards
. Withdraw cash
A criminal may attach this type of skimmer directly to an Automated Teller Machine (ATM). Typically the criminal will insert the device into the ATM slot or place a false face plate over the key pad and card slot. The device will either trap the card itself or the card information for retrieval at a later time. The criminals have also been known to place a hidden camera in the area by the ATM to capture the customers entering their PIN number.
Customers should be aware of protruding ATM pads, loose fitting face plates or any other suspicious activity or person/vehicles loitering around the ATM after hours. Most skimming operations occur after hours and over weekends so criminals can retrieve the information prior to normal business hours.
Anyone with information is encouraged to call the Sarasota County Sheriffs District III Criminal Investigations Bureau at 861-1719, or leave an anonymous tip with Crime Stoppers at 941-366-TIPS (8477), or on line at www.sarasotasheriff.org or text TIP 109 and a message to CRIMES (274637).

Donated Python and Tegu
to Mixon's Wildlife Refuge
ELLENTON, Florida [NMT] -- Nuisance Wildlife Removal, Inc., announced the donation of a 10-foot albino Burmese Python and a Tegu (lizard) which were recently captured by the company to Matthews Wildlife Rescue, who, in turn, placed the Python and Tegu with Mixon's Wildlife Refuge.
Above, L to R, Matt Hunt of NWR and Justin Matthews of MWR

and a photo of a similar Tegu (lizard)
Following an article by NewsManatee about the capture of the Python recently in Myakka City, Nuisance Wildlife Removal received a number of calls from citizens who wanted to adopt either of the reptiles.
The commitment of the owners to relocate wildlife, when allowed by law, led them to find a local resource that could place the snake (and the lizard) in a learning or educational setting.
"The standard practice with a captured python would be to euthanize it. When we captured this snake, our goal was to avoid having to do that and place the snake with a wildlife rescue organization for educational purposes," said Jeff Norris, owner of NWR.
"Fortunately, Justin (Matthews), of Matthews Wildlife Rescue, was able to provide a permanent home for both reptiles at Mixon's Wildlife Refuge. Not only has he provided a home for both of them, but the snake now has a name too. We think 'Crosby' the snake will be very happy in his new environment."
"With this placement, both the Python and the Tegu will be available for the general public to view and learn from." Norris continued. "Nuisance Wildlife Removal supports the mission of Matthews Wildlife Rescue and encourages anyone who wanted to adopt either of these animals to make a donation to help keep them in their new homes."
Mixon's Wildlife Refuge is located on the property of Mixon Fruit Farm, located at 2712 26th Avenue East, Bradenton, Florida.
Mixon Fruit Farm provides space for the Wildlife Care and Education Center. Mixon Fruit Farms partners with Justin Matthews, of Matthews Wildlife Rescue, to provide much needed land and shelter for injured native birds, animals, and reptiles. Mixon owners, Dean and Janet Mixon, donated the use of a parcel of their farm property for the Wildlife Education Center.
Nuisance Wildlife Removal, Inc. is a family-owned and operated company with offices in Parrish and West Palm Beach, Florida. They service the Tampa Bay/Sarasota/Bradenton areas with humane wildlife removal and relocation as allowed by law. For more information about NWR you can visit their web site at www.floridawildlifetrapper.com.

DNA: Sarasota Police Arrest
Bradenton Man, 27, for
Rape, Kidnapping
SARASOTA, Florida [NMT] -- The Sarasota Police Department has arrested William J. Santiago, 27, of 707 64th Avenue Drive West, Bradenton. Santiago is charged with Sexual Battery and Kidnapping for a rape that occurred in November of 2007.

The arrest report said on November 27, 2007, an SPD detective was assigned a follow-up investigation of a reported sexual battery which occurred on November 25, 2004, at about 6:00 a.m.
During that incident, a Hispanic male of about 27 years of age with a "New York" accent had offered a ride to a woman, then drove her to a dead end street. The location turned out to be the 4500 block of Ainsley Street, in Sarasota.
The man told the woman he was going to have sex with her and not pay her.
He then had vaginal sex with the woman and a short time later had the woman perform oral sex on him.
In the process, the man left semen on the woman's shirt.
A DNA test was performed and sent to the Florida Department of Law Enforcement (FDLE).
On September 5, 2008, FDLE notified SPD that a match to the DNA had been made through the National DNA Index System (NDIS).
The DNA had matched a convicted New York offender, William J. Santiago.
Santiago was picked up on a Sarasota Arrest Warrant for Sexual Battery and Kidnapping by the Manatee County Sheriff's Office on Sept. 11, 2008.
Santiago was subsequently transferred to the Sarasota County Jail on Wednesday, Sept. 11, 2008, where he remains without bond on the kidnapping charge; the bond for the sexual battery charge is $25,000 dollars, but it's a moot point because of the "no bond" status on the kidnapping charge.
Sarasota Sheriff's Office
Plans DUI Checkpoint
SARASOTA COUNTY, Florida [NMT] -- The Sarasota County Sheriffs Office will be conducting a DUI/Safety Checkpoint on Friday, September 19th, 2008. The location of the DUI Checkpoint will not be released.
Nationally, it is known that fatal alcohol related accidents are three times more likely to occur at night than during daylight hours.
Motorists will recognize a Checkpoint operation by the staging of appropriate signs, warning devices, and the presence of uniformed law enforcement personnel. The operator of each vehicle will be asked to display a drivers license, registration, and proof of insurance. A visual safety check will be made from outside the vehicle for proper seatbelt usage, and for identifying persons who are operating a motor vehicle with defective equipment. Law enforcement personnel will also be checking for individuals who are operating a motor vehicle without proper insurance, tag, or drivers license. During this time, the operator will also be observed for any signs of impairment and/or open containers of alcohol in plain view.
If the driver can show all appropriate documentation, that occupants are using seatbelts, that there are no open containers of alcohol or other contraband in plain view, and no signs of impairment by alcohol or drugs, the vehicle will be allowed to leave. In cases where it appears the driver is under the influence or has committed some violation, they will be directed to a safe location off the immediate roadway for further investigation.

MANATEE COUNTY, Florida [NMT] -- A local bakery/cafe that offers free wi-fi connections for computers "as you munch a warm bagel," their website says, turned out to be darn near a $3,000 dollar loss for one man when his laptop was stolen.

Joseph McClough
Manatee County Sheriff's Office Deputy Adesh Ragoonanan reported on Monday, Sept. 15, 2008, at about 7:30 p.m., Mr. Joiner T. Douglas went to Panera Bread, located at 1520 Cortez Road West, Bradenton, a "Wi-Fi Hotspot," their website claims.
Mr. Douglas had set up his Hewlett Packard laptop computer on a table, and left to order his dinner.
Joseph McClough, 21, of 5002 18th Street East, Bradenton, entered the store, looked around and saw the computer unattended.
Then McClough took the laptop computer off the table without permission and ran out of the store.
However, witnesses saw the event.
McClough got into a Chevy work truck, the report said, then fled the area in an unknown direction.
Cleverly, though, a witness obtained the license tag number of McClough's truck and gave it to Dep. Ragoonanan when the deputy showed up after the sheriff's office was called.
Dep. Ragoonanan ran the tag, obtained McClough's address and went there.
The laptop computer was recovered and returned to Mr. Douglas, thanks to the alert witnesses.
McClough was arrested and charged with Grand Theft of the $3,000 dollar laptop computer.
McClough is currently awaiting charges on Felony Retail Theft charges in another case, according to Manatee County court records.

Investigators said Suzette Stevenson and her partner, Jamie Martin, tortured a 7-year-old boy for whom they were supposed to be caring, causing the child to be permanently disfigured.
Last November, Stevenson, the boy's guardian, and Martin were arrested on Aggravated Child Abuse and Child Neglect charges after the child was found drugged in an Orlando parking lot wandering around and begging for food.
The boy told authorities he had been kicked in the stomach on numerous occasions, claiming Stevenson forced him to drink shampoo and that Martin would bend his toes until they would break as a form of punishment, WKMG sister station Jacksonville television station WJXT reported.
On Monday, both women entered no contest pleas on charges of Aggravated Child Abuse and Child Neglect.
Both women were sentenced to spend 15 years in prison, followed by 10 years of probation. The judge also ruled that both women are never allowed to go near children ever again.

Now You Can Register Your
Vehicle Every Two Years
TALLAHASSEE, Florida [NMT] -- The Florida Department of Highway Safety and Motor Vehicles continues to find innovative ways to to improve customer service and offer more convenience options. Motorists can now choose to renew their vehicle registration for two years rather than doing it each year.
Now, when a motorist chooses the two-year renewal, they will receive a license plate decal with an additional year added to the expiration date. For example, if your expiration date is February 2008 and you request the two-year renewal period, your new expiration date will be January 2010. Through August, more than 490,239 customers have taken advantage of this convenient option. Biennial registration also is available online at www.GoRenew.com.
Thanks to the Legislature, our residents now have the option to save time by renewing only once every two years, rather than each year. Vehicle owners will still be required to renew their tags by their birthdays, as usual, but those who opt to renew for two years get to skip a year, said Carl Ford, Director of the Division of Motor Vehicles.
For added convenience, the Department encourages motorists to conduct their business transactions online by logging on to www.GoRenew.com. Customers can renew their vehicle registration, driver license, disabled parking permit, or mobile home registration as well as notify the Department of an address change from the comfort of their own home.

A short time later, another deputy responded and located who was later determined to be Dawes down the street. When the deputy pulled over to speak with him, he began to jog away and back towards the residence where Dep. Ragoonanan was. At that time, Dawes was not attempting to flee.
The second deputy followed Dawes back to the residence where Dep. Ragoonanan encountered Dawes in the roadway and told him to stop.
Dawes actively attempted to get by Dep. Ragoonanan by running around him. As a result, Dep. Ragoonanan challenged Dawes with his Taser. Dawes did not comply and ran past Dep. Ragoonanan towards Paige, who was getting into her vehicle.
Dep. Ragoonanan deployed his Taser and struck Dawes in the right elbow area with one of the probes. The other probe missed completely. This had little to no effect on Dawes and Dawes made his way to Paige.
At that time, Dep. Ragoonanan and the second deputy surrounded him and Dep. Ragoonanan took him to the ground. Once on the ground, Dawes continued to resist arrest. Dep. Ragoonanan drive stunned Dawes while the second deputy assisted in detaining him. This finally got him to comply and he was subsequently arrested without any further incident.
