Deputies: Serial Rape
Suspect Arrested

OCALA, Florida [NMT/WKMG] -- Marion County sheriff's deputies on Thursday arrested a suspected serial rapist, Orlando television station WKMG reported.

Michael Frye

Michael Alan Frye, 37, was arrested about 3 a.m. at a home in Ocala on charges of sexual battery and kidnapping.

While he was being walked to a patrol cruiser by authorities, Frye, of Ocala, told WKMG News reporter Kala Rama that he's innocent and his arrest is a case of mistaken identity. He said he'd also be willing to submit to a DNA test.

"I didn't do it," Frye said. "You're supposed to be innocent until proven guilty."

According to a Marion County sheriff's report, Frye, who is married with children, said he worked for a stone company and also worked a night shift at a local company.

Frye said he believes the reason he was arrested is because his tattoos match those of the serial rapist. Victims specifically described their assailant as having tattoos on his neck and arm.

The arrest report said Frye told authorities that he was born in Marion County and lived there most of his life. He said he moved to Georgia and Alabama a few years ago with his family before moving back to Central Florida in June, according to the report.

The report said that after Frye was identified as the suspect, a woman who was raped last week in Ocala was shown a photo lineup and also positively identified him.

Frye also told authorities that in the past he has borrowed his in-laws' minivan, a green 1994 Plymouth, which matches the description of a vehicle described by at least one victim.

Authorities said on Wednesday that the same man was suspected in five rapes in Central Florida. Two of the attacks occurred in the city of Ocala, two in Marion County and the other took place in Gainesville.

St. Pete Homicide Detective
Pleads Guilty to One Count
of Public Corruption

TAMPA, Florida [NMT/USA] -- On Thursday, October 20, 2011, United States Attorney Robert E. O'Neill announced that Anthony V. Foster, 38, of St. Petersburg, pleaded guilty to one count of public corruption. That count, Count One of the indictment, charged a wire fraud scheme to deprive the public of honest services.

Foster faces a maximum penalty of 20 years in federal prison.

Foster was first arrested pursuant to a federal complaint on June 8, 2011. He was later indicted on July 5, 2011. According to the plea agreement, during the period 2009 through June 2011, Foster worked as a homicide detective with the St. Petersburg Police Department ("SPPD"). During the same period, Foster made known to one of his sources (herein the "Source") -- who had a criminal history and pending state criminal cases -- that Foster would contact State of Florida judges and/or Assistant State Attorneys (collectively "state authorities") involved in the Source's state criminal cases and provide positive information about the Source in exchange for Foster's personal receipt of cash and property payments.

As acknowledged by Foster in the plea agreement, on April 6, 2011, following a series of cellular telephone calls and text messages, Foster met alone with the Source. During the meeting, Foster secured a cash payment from the Source totaling $7,075.

Foster and the Source met alone again on April 15, 2011 in a grocery store parking lot where Foster secured another cash payment of $325 and a 40 inch flat-screen television.

Unbeknownst to Foster, both meetings were monitored by Special Agents with the Federal Bureau of Investigation.

As further explained in the plea agreement, in exchange for the receipt of the cash and television, Foster then placed a telephone call on behalf of the Source to an Assistant State Attorney in Hernando County who was prosecuting an active state criminal case charging the Source with retail grand theft. During that telephone call, Foster identified himself as a homicide detective with the SPPD and provided positive information about the Source's involvement in various SPPD investigations. Foster also encouraged other officials with the SPPD to contact the same Assistant State Attorney and to provide positive information about the Source.

The plea agreement specifically notes that Foster never acknowledged to the Hernando County Assistant State Attorney or any official with the SPPD that Foster had received cash and property from the Source.

This case was investigated by the Federal Bureau of Investigation. It is being prosecuted by Assistant United States Attorney Jay G. Trezevant.

BPD Arrests Man Who Forced
Girl, Then 7, Now 15, to
Give Him Oral Sex

BRADENTON, Florida [NMT] -- The Bradenton Police Department has arrested Martin Conde, 47, of 1510 2nd Avenue East, Bradenton.

Martin Conde

Conde was arrested on Monday, October 17, 2011, following a lengthy investigation that began on Sept. 5th, when the mother of two minor girls reported a sexual battery that occurred 8 years ago in 2003 to the Manatee County Sheriff's Office, who referred it to the Bradenton Police Department.

BPD Det. Marines interviewed the first victim, a minor girl who is now 15 years old.

She told the detective that about 8 years ago, Conde forced her to give him oral sex. She said that Conde also fondled her vagina inside her clothing.

She said there were several incidents, but could only describe one to the detective. On their way to a store, Conde, without warning, grabbed her head and forced her to perform oral sex and/or put his hand on her vagina, without giving an explanation for his actions.

Det. Marines then interviewed a second victim, the 15-year-old girl's older sister, who told essentially the same story about Conde fondling her. However, that case could not go to prosecution because the statute of limitations had run on that crime.

Det. Marines then interviewed Conde, who said he had a bad alcohol problem 8 years ago when the incident occurred and that he was just "stupid." He denied forcing the 15-year-old to give him oral sex, but admitted to fondling her.

Conde was arrested and charged with one count of Sexual Battery by a Person Over 18 on a Person Under 12.

He remains in the Manatee County Jail without bond at this time.

DAYTONA BEACH, Florida [NMT/WKMG] -- Orlando television station WKMG reported police arrested an Edgewater woman late Sunday after a drunken driving incident in which she drove at speeds of 110 mph and attacked her family, authorities said.

Patricia Siciliano, 41, was at Destination Daytona with her husband and 17-year-old son and had been drinking all night, according to the Volusia County Sheriff's Office.

Siciliano left the establishment to drive home -- with her husband and son -- and according to her son, she was swerving on Interstate 95 at speeds of 110 mph. Deputies detained Siciliano and informed her that she was being placed under arrest. As they were walking her to the patrol cruiser, she tried to pull away and run toward her husband, deputies said. The woman then spit in a deputy's face, the Sheriff's Office said.

Siciliano was arrested on charges of domestic simple battery; child abuse; battery on a law enforcement officer; and resisting arrest without violence. She was taken to the Volusia County Jail with no further incident.

Man Arrested for Shooting
Jeep; Road Rage Incident

CHARLOTTE COUNTY, Florida [NMT] -- Charlotte County Sheriff's detectives arrested a Port Charlotte man after he barricaded himself in his home for over four hours.

Jason Warram

The incident began following a road range incident Thursday afternoon and two shots were fired at a Jeep SUV with one bullet striking the vehicle.

Deputies were called at 2:20 p.m. and set up a perimeter around the home of Jason Shane Warram, 31, 1232 Pike Avenue; his fiancé and a child were also inside. The SWAT team, Crisis Negotiators, and other units responded.

The incident began at the intersection of Joplin Avenue and Fleetwood Street after a minor traffic altercation. Warram was a passenger in the vehicle driven by his 26-year-old fiancé. The victims approached Warram and a fight began. Warram and his fiancé then sped off to their residence on Pike Avenue; the victims followed. Warram ran into their home and came out with a handgun; he then pointed it at them. Fearing for their safety, the victims drove off and one of the shots hit the Jeep. No one was injured in the shooting.

When deputies arrived, Warram refused to come out and talk to them. CCSO Crisis Negotiators were able to established phone communications. After four hours, Warram finally came out at 6:50 p.m. and surrendered to the SWAT team. Major Crimes Unit detectives searched his home and located a .25 caliber handgun with ammunition hidden in the attic.

Warram, a convicted felon with 9 bookings, was charged with one count of Aggravated Assault with a Deadly Weapon, and one count of Possession of a Firearm by a Convicted Felon. He was transported to the Charlotte County Jail where he remains without bond.

Ex-Windermere Police
Chief Sentenced

ORLANDO, Florida [NMT/WKMG] -- The former Windermere chief of police was sentenced Friday to one year in jail, Orlando television station WKMG reported.

Daniel Saylor faced up to 20 years in prison after pleading no contest to two counts of official misconduct, one count of solicitation to commit official misconduct and one count of solicitation to tamper with evidence.

Judge Jeffery Arnold sentenced Saylor to a year in the Orange County Jail, but he also recommended a work-release program, which would allow Saylor to work during the day and be housed in a "secure facility" at night.

Because of his former status as a law enforcement officer, Saylor is currently being held in protective custody at the Orange County Jail

Saylor was also ordered to pay $5,000 in investigative and court costs.

According to the state attorney's office, as part of his agreement, Saylor will relinquish his law enforcement certification.

Saylor's attorneys had argued that he should receive probation and community service.

The state said Saylor stopped a child-sex investigation that targeted his friend, Scott Bush. Bush is awaiting trial on charges on lewd and lascivious molestation and two counts of sexual battery on a child younger than 12, WKMG said.

FHP Participates in National
"Operation Safe Driver"

TALLAHASSEE, Florida [NMT/FHP] -- Col. David Brierton, director of the Florida Highway Patrol, announced last Friday that the Patrol will participate in Operation Safe Driver on Oct. 16-22.

The national campaign, organized by Commercial Vehicle Safety Alliance in partnership with the Federal Motor Carrier Safety Administration, targets drivers of passenger and commercial vehicles.

In fatal crashes that involve commercial trucks, 88 percent of the time the crash is attributable to driver error by both car and truck drivers. During Operation Safe Driver, troopers will be out in full force performing driver safety inspections on commercial trucks and targeting unsafe driving habits on the roadways. Operation Safe Driver will have a razor sharp focus on targeting and taking aggressive enforcement action for poor decisions made by drivers of commercial vehicles as well as passenger vehicles operating unsafely around them.

“Activities such as Operation Safe Driver have had a noticeable effect,” said Brierton. “The number of commercial vehicle related crashes in Florida is at its lowest since 2001.”
